Employment Land DPD Evidence Base

Purpose of Study – ‘Taking Charge of Change Management’

There are tremendous changes taking place in the employment land market, and it is no longer sensible to pursue a protectionist policy without a firm understanding of the economic and property market context.

Our study findings will inform the preparation of an Employment Land Development Plan Document and more immediately, it will enable a proactive approach to change management to be adopted by the Planning Committee that deals with planning applications.

What did the study set out to do?

This study set out to understand the evidence base for pursuing the existing protectionist policies towards safeguarding employment land, how they were coming into conflict with day to day planning decisions, what the local economic aspirations for the area were, and how the labour market and skills base could help to meet these aspirations.  
We ‘unpicked’ the findings of the sub regional employment land study to identify the ‘real’ quantum of land required, and what needed to be ‘recycled’.  This assessment was complemented with a parallel employment sites assessment.


Site Assessment Matrix for Employment Sites Assessment

For this study we used our unique Site Assessment Matrix (SAM) to develop a hierarchy of employment sites and recommendations based on evidence of all alternative sites. Three categories of sites were identified depending on their position within the SAM.

Understanding the Property Market Perspective


We worked closely with Innes England to bring a local understanding of how the property market to inform the site assessment matrix.

What did we find?

We found the area has a unique micro economic market based on local strengths, we identified early warning signs of underperformance and produced a list of recommendations to inform future policy and economic development of the area.
