Future Growth Options for Essex
Roger Tym and Partners, with Tribal’s Urban Studio and Denton Wilde Sapte were been appointed to provide consultancy support to Essex County Council concerning future growth scenarios for Essex arising from the review of the East of England Plan.
This support took the form of technical appraisals of evidence, supplemented by evidence gleaned from stakeholder workshops held with planning professionals, infrastructure providers, the development industry and District and County elected members.
The analysis was broken down into four sub-areas within Greater Essex – Haven Gateway, Essex Thames Gateway, Heart of Essex and M11/Stansted Corridor. Two of these sub-areas – Haven Gateway and M11/Stansted Corridor include districts from outside Greater Essex.
The Regional Spatial Strategy for the East of England was approved by the Government in May 2008. This strategy covers the period to 2021. The East of England Regional Assembly (EERA) agreed at the time to formally submit a review of the (then) current East of England Plan to the Secretary of State for approval.

The study involved technical analysis of the range of matters in the draft plan, in particular jobs-worker balance, demographic matters and housing-employment alignment. This enabled a critical review to be undertaken of the evidence to inform the emerging review. This informed discussions with stakeholders in each of the sub-areas.
The results of the assessment helped Essex County Council to submit a detailed response to the review, identifying its weaknesses and using the new evidence collected to identify an alternative strategy. This was agreed with each of the partner districts across Essex, Southend-on-Sea and Thurrock.
