Exploring the implications of the Community Infrastructure Levy

Hertfordshire County Council and its district council and service provider partners were keen to explore the possibility of a countywide Community Infrastructure Levy (CIL), should relevant national legislation come into force in 2010.  Roger Tym & Partners was appointed to help them do this, and to understand the growth needs arising from planned RSS growth in housing and employment to 2021, extended up to 2031.

We adopted a masterplanning approach to growth in the major locations – Key Centres for Development and Change – and sought to understand the likely demographic make-up of the new population arising from possible development.  This information was then used to inform discussions with service providers covering all major infrastructure services.  These included strategic services such as education, health and the emergency services, and also local needs, including community facilities and children’s play space.

We created a funding model to bring all the collected information together and determine the scale of needs.  This was complemented by viability analysis to understand what development could afford, along with assessment of mainstream public funding streams.  The study ultimately suggested possible levels of CIL that could be identified, as well as assisting the ten local planning authorities with understanding their particular infrastructure needs to comply with PPS12 requirements.

The study partners were engaged in the study through a series of workshops on infrastructure needs, the funding model and historic infrastructure deficits.  Hertfordshire County Council and its partners are now in a position to explore the potential of a countywide development plan document covering the CIL, should it be brought into operation.
