Hull City Centre Economic and Physical Regeneration Masterplan
Roger Tym & Partners has been working in Hull, advising on its regeneration, since 1996.
Acting for Hull Citybuild (now Hull Forward), Hull City Council, English Partnerships and Yorkshire Forward, we:
- led the Hull City Centre Masterplan
- prepared the City Centre AAP and took it through examination
- led the team for the Fruit Market delivery strategy, CPO and developer procurement
- led the St Stephens strategy team, advised on developer procurement and planning, and did the CPRG
- advised on Humber Quays planning and CPRG
We led the consultancy team that prepared the baseline study, masterplan and delivery strategy to guide the economic development and physical regeneration of Hull city centre over the period to 2016. The scope of work included:
- stakeholder consultation
- the preparation of a baseline study to provide a sound basis for the proposals for physical change
- an investment strategy to make best use of the city centre land and property resource
- improving the city centre's performance as a driver of the sub-regional economy
- urban design, landscape and access/movement strategies.
The Masterplan comprises:
- five major mixed-use development projects, together with the St Stephen's scheme
- a strategic framework of transport improvements
- a strategic public realm framework
- detailed masterplans and delivery strategies

the evidential case for public sector intervention

soft initiatives designed to ensure the city captures the benefits of physical changes

detailed advice on incorporating the proposals in the statutory local plan

a business plan for the delivery of the masterplan.
The successful delivery of the Masterplan will provide over 5000 new jobs, £1.5bn commercial investment, £240m residential investment and 3000 new homes.
