Campus Impact Assessment
Metropolitan University (MMU) plans to develop a new campus to unite education for teachers, nurses, social workers and other health care professionals, along with accommodation and support services, on to a single site at Birley Fields in Hulme.
Roger Tym & Partners was commissioned by MMU and Manchester City Council in December 2008 to assess the economic impact of the proposed campus relocation to inform MMU's planning application. All together, approximately 6900 full and part-time students and staff would use the site, which would move from facilities currently located in Didsbury and Rusholme.
We assessed the direct, indirect and multiplier economic impacts in terms of GVA and job growth, as well the impacts on community cohesion as a result of student and university activities in the local area. Improved environmental quality and connectivity as a result of the development and implications for perceptions of the area as a place to do business were also considered. Another key aspect was to assess the potential impacts on further and higher education participation rates amongst local young people.
Our work involved establishing a baseline economic profile of Hulme and Moss Side to enable the impacts of the scheme to be measured over a 10-15 year period. We also identified potential solutions to any adverse impacts and provided a recommended action plan for MMU.
High levels of deprivation prevail in Hulme and the neighbouring ward of Moss Side. Whilst the physical development will take place within Hulme, it is expected that the benefits of the new Birley Fields Campus, in terms of jobs, increased expenditure in the local economy, and improved community services and facilities, will also extend into Moss Side and beyond. Employment, up-skilling the local community, training opportunities and extending the educational offer to local residents are key.
