Planning and development economics survey
Roger Tym & Partners is undertaking a study of the type, range and depth of development economics training needed by planners, other professionals and councillors. On behalf of a group of leading planning and property bodies, the firm is reviewing the training available and its fitness for purpose.
The project has come about as a result of concerns that insufficient understanding of development economics and implementation is hampering delivery. Professionals involved in spatial planning need a better understanding of how developers address risk and return. There is belief throughout the industry that some planners – public and private sector - do not yet fully understand their role in development economics implementation. Many continue to emphasise aspirational outcomes without sufficient understanding of commercial reality and do not fully appreciate the importance of project delivery and development viability.
The study’s five key objectives are to:

- define why training in development economics is necessary, identify those groups that require training and outline the required competencies for each group.
- outline the key elements of the training required to achieve the desired competencies.
- identify the current range of training and training providers.
- suggest how training the future could be most cost effectively provided and how quality can be assured.
- consider the practical steps necessary to achieve a more comprehensive delivery of development economics.
