Sligo Housing Strategy

In 2008, Roger Tym & Partners undertook the preparation of a new joint strategy for Sligo County and Borough Councils to run concurrent with the revised Borough Development Plan and County Development Plan 2010-2016.

The housing strategy work programme began with a comprehensive review of 2006 housing strategy and a revisiting of and testing of all the key conclusions and guidance set out in the strategy.  We rapidly concluded that, given the substantial change in the Republic of Ireland economy and housing market, a new approach was needed to both projecting housing requirement and delivering new development.

The work programme followed the Part V of the Planning & Development Act 2000 model for housing strategies.  Given the changes in the economy and housing markets, innovative thinking was necesssary to factor in falling values and possible income constraints, together with uneven spatial delivery of new housing.  Our remit included:
  • review and update of all aspects of housing market demand projections
  • assessment of supply and patterns of housing delivery
  • identification of the key part of the work programme
  • assessment of affordability and Part V housing requirement - in context of historic low levels of Part V housing delivery.
Our team developed a new housing strategy for Sligo County and Borough that sets out guidance on future requirements of social and affordable housing and overall housing need.  It also addresses housing supply distribution and how the established settlement hierarchy can be reinforced through spatial planning and control of development.
