Town Centre advice on the Lakeside Basin

Roger Tym & Partners has been advising Thurrock Councilon retail matters since 2007 and has recently been actively involved in the Lakeside Basin Single Issue Review of the East of England Plan.

We prepared the Thurrock Retail Study, published in September 2007, which forecasts the retail needs for the area up to 2021. 
 
In May 2008, the Secretary of State instructed that a Single Issue Review of the East of England Plan should take place addressing the future of the Lakeside Basin.  This review focused on whether additional retail floorspace with the Basin was acceptable and whether the area should evolve into a town centre (which includes both the shopping centre, retail parks are other surrounding land uses).The review was focused mainly on whether additional retail and leisure floorspace with the Basin was acceptable in policy terms and whether it should evolve into a town centre.
 
We are retained by Thurrock Borough to provide advice on the implications of the Single Issue Review, focusing on both the technical case for additional floorspace and advising on the most appropriate policy framework if Lakeside were to become a town centre. 
 
Following our support at the Lakeside Basin Examination in Public in July 2009, our policy suggestions were accepted by the Secretary of State in 2010.  The Council is now planning for Lakeside’s transformation into a town centre through its Local Development Framework.
