Adding capacity
Roger Tym & Partners is supporting local planning authorities with their evidence base in a number of ways:
  • identifying and appraising infrastructure need and funding
  • assessing of costings and viability
  • developing suitable methodologies for plan-makers and development managers
  • undertaking viability assessments of affordable housing strategies.
An independent assessment
As consultants, we are often asked to provide an independent appraisal or assessment of the deliverability of a plan or the viability of a development seeking planning permission.  We do this by working closely with council officers and stakeholders to understand their objectives and constraints. 
Coupled with local market information and our long track record in this field, we are able to target critical issues and provide cost-effective advice to confidently take plans or negotiations forward.

Viability and deliverability
Roger Tym & Partners is at the forefront of practice in viability and deliverability. We are advising a range of local authorities on the deliverability of their plans and projects. Financial viability is now an integral part of the planning system that impacts almost all areas:
  • delivering sustainable development (PPS1)
  • affordable housing
  • allocating land for development, particularly for housing (PPS3)
  • securing funding for infrastructure
We are advising plan-makers on AAPs, housing allocations and other developments, and area-wide infrastructure planning.  We also advise on obligations strategies, CIL preparation and similar work.  Critically, we understand the inter-relationships between policy objectives and viability to help authorities navigate complex choices in a changing political and economic climate.

Filling the skills gap
Roger Tym & Partners recently carried out a major survey of the viability training needs of the planning.  Of the 600 respondents, our survey found that only 11% or more felt that their skills in this area were adequate, while 63% considered they were in need of improvement.
