Andy is a chartered town planner and chartered surveyor with over 35 years of experience in planning and development.  He has extensive knowledge of residential, commercial and leisure projects, as well as plan preparation procedures.

Working for both public and private sector clients, Andy is engaged in a variety of retail and development proposals throughout the UK.  These include advising on development potential, assessing feasibility and impact, and satisfying statutory planning requirements.  Andy has directed planning policy research for national government bodies and NGOs, including work on town centre uses, casinos and planning conditions.

Andy's particular areas of expertise include:

  • assessing the feasibility and impact of development proposals
  • preparing and negotiating major planning applications
  • undertaking town centre and housing studies for local planning authorities
  • negotiating Section 106 obligations
  • giving evidence at public inquiries as an expert witness
  • advising on the use of environmental data by central and local government
Andy joined Roger Tym & Partners in 1989 and has been a partner since 1994.  He previously worked as a planner with several local authorities and new town development corporations, and as a university lecturer in planning and surveying, in the UK and Hong Kong.  He is currently an external examiner and tutor at the College of Estate Management.
