Essex evidence base trilogy

The East of England Plan, which sets the regional spatial strategy up to 2021, is in the process of being reviewed in order to extend the horizon to 2031 and respond to changing governance and economic circumstances.
In response to this review, Essex County Council has commissioned Roger Tym & Partners to produce three studies aimed at providing a robust evidence base to support their input into the Plan:
- Future jobs targets
- Growth options
- Spatial planning linkages.
RTP has amassed a great deal of knowledge of Essex through previous work, and brings a strong mix of both planning and economics expertise to ensure that results are robust and applicable in the real world. The three studies will be produced concurrently to take advantage of shared knowledge and reduce repetition; joint workshops and stakeholder events will take place where possible.
Growth Options
The Essex Growth Options study is assisting the Council in formulating its response to the recently published consultation on the review of the RSS to 2031. RTP, with support from Tribal, will better clarify the relationships between housing and employment and the consequent realism of four scenarios for housing growth in the region. The study will provide a robust evidence base and positive advice about what growth is achievable for Essex, and to support infrastructure and economic growth targets.
Spatial Planning Linkages
RTP is to assess the links that currently exist between Essex and neighbouring areas and how these are likely to change as a result of major developments proposed in these areas. Large developments such as London 2012 and the Thames Gateway will provide opportunities for Essex residents, but are also likely to affect housing demand and put increased pressure on the transport network. Commuting, employment, shopping and leisure patterns will all be considered. Peter Brett Associates is to assess transport impacts.
Future Jobs Targets
The employment forecast scenarios developed for Essex and their underlying assumptions are to be examined to inform updated job targets (Policy E1) and sub-regional policies. It will lay out an early evidence base to support preparation of the Essex Economic Assessment and identify key subject areas where gaps in the evidence base require future work.
