Liverpool SHLAA completed

Roger Tym & Partners has recently completed the first Strategic Housing Land Availability Assessment (SHLAA) for Liverpool. 

The City Council has to identify land for around 1,950 new houses per annum to meet growth needs.  There are various challenges to achieving growth of this scale.  For instance, parts of Liverpool – particularly the inner core – suffer from market failure and so the housing market in these vulnerable areas needs to be restructured.  Liverpool is also almost entirely urbanised and there are no real candidate areas on or outside its fringe which offer potential for urban extensions.

As well as sites which already had planning permission for housing at the study base date, we assessed more than 1100 sites (both urban greenfield and brownfield) in accordance with the CLG’s SHLAA Practice Guidance.  Each site was considered against a wide range of ‘suitability’, ‘availability’ and ‘achievability’ criteria.

The SHLAA considers the potential supply of housing across the city up to 2026 from a base date of April 2008.  The results from the study show that the 1000+ SHLAA sites, when considered together with outstanding planning commitments, are capable of meeting the city’s challenging long-term dwelling targets.
