Planning for prosperity in Devon

April 2009

Roger Tym & Partners has been commissioned to undertake two complementary studies for Teignbridge District Council and the Dartmoor National Park Authority in Devon: a retail and leisure study and an employment land review. The studies will inform the Teignbridge and the Dartmoor National Park LDFs on areas covered by PPG4 (economic development), PPS6 (planning for town centres) and part of PPS7 (sustainable development in rural areas).

Proposed changes to the Regional Spatial Strategy point towards significant growth in Teignbridge in the next 20 years, focused at the Newton Abbot SSCT and the edge of Exeter. The Council is looking beyond the current economic recession to provide for prosperous and sustainable communities, including improved self-containment of settlements. This is a particular challenge in Teignbridge, which is situated between the neighbouring employment and retail centres of Exeter and Torbay.

Producing both studies together, in anticipation of the Government's “super PPS” (incorporating PPG4, PPS6 and PPS7), is an early opportunity to test this new holistic approach towards planning for prosperity.

The two studies will mean that RTP will have a major role in providing evidence to help shape planning for the future growth of the local economy.
