RICS launches planning mediation service

October 2009
RICS has launched a new multi-disciplinary Planning Mediation Panel, to assist parties and reduce deadlock and conflict, alleviate the strain on the appeal process and help reduce the costs that can result from planning delays.

The Panel includes John Parmiter, Partner at Roger Tym & Partners, who says:, “This new service is very important as, for the first time, it enables parties to easily find a suitable mediator. In the initial stages we see it being of value to deadlocked job negotiations, planning performance agreements and the early stages of an appeal (of whatever kind)“.

The new service has been developed in response to recommendations in the 2008 Killian Pretty Review. There are 20,000 planning appeals in the UK every year, costing the planning system around £30m. Mediation is a powerful tool in resolving disputes quickly by encouraging dialogue and discouraging entrenched positioning, speeding up the planning process as a whole and reducing development costs.
