The London Plan

The Mayor of London, Boris Johnson, published his draft replacement London Plan on 12 October 2009, alongside draft transport and economic development strategies. Richard Lemon gives us his view:
The replacement London Plan is noticeably shorter than its predecessor; it remains to be seen whether this has been achieved through a more concise writing style or through the loss of important policy. The plan is also light on implementation strategies, but a separate Implementation Plan is proposed.
Perhaps most controversially, the plan includes minimum space standards for dwellings, with a promise of an SPG setting out more detail. Whilst many will welcome these in principle, some will no doubt argue that it is not the role of a strategic plan to deal with this kind of issue. Others will argue that it does not matter whether the standards are set at borough-level or London-wide level. Either way, contradictory standards at different spatial scales must be avoided.
