Economics For Development + project appraisal

Appraisal estimates the costs and benefits of proposed projects in advance of committing to their delivery, with the aim of establishing the solution that is most likely to achieve the outcomes sought from it, at a cost that is proportionate to the gain and is no more than alternative means of achieving the same objectives, and at the least risk. Appraisal is also useful for identifying risk and establishing how best to manage it, including the risks that arise from over-optimistic assumptions. Appraisal includes:

  • working up the proposed project to ensure it is deliverable and will achieve its aims;
  • comparing the preferred project to other options for achieving the same objectives; and
  • appraising all the options on common criteria to establish which is the most economic, effective and value for money.

Often project appraisals are carried out to support bids or allocations of public money – including for the project review groups of Government Departments (CPRG appraisals), Housing Gap Finance and ERDF grant (which also requires a business plan).

Examples of our project appraisals include :

  • the Jubilee Line Extension; the Lambton Coke Works, Weetslade Colliery, and Carr Lodge National Coalfield Programme projects; the prime office core proposed by the Leicester Masterplan (which RTP also prepared); Island Wharf in Hull (the first phase of Humber Quays, one of the major projects in the Hull City Centre Masterplan which RTP also prepared); a publicly assisted hotel development at Speke Garston in Liverpool; and the New Islington Millennium Community;
Project appraisals to support successful bids for major grants include: the Salford Quays and Eccles extensions of Metrolink, the Imperial War Museum North and the Bridgewater hall in Manchester, all of which included full cost benefit analyses and business plans; the Clyde Waterfront Regeneration Initiative; and a major business park in Torbay.
