Feasibility Impact Appraisal & Evaluation + appraisal

Appraisal predicts the likely impacts and costs of projects, weighs the merits of alternative approaches and selects the best course of action. We undertake appraisals for a wide range of projects and of a wide range of types:

Project appraisal - including the ex ante appraisal of policy initiatives, strategies for economic and area development and property development and infrastructure projects.

Appraisals (and applications) for grant aid, state aid and other forms of public sector financial support or intervention - Public sector funding appraisals whether for a wholly public sector project, state aid of some form where a private developer or business is a beneficiary or for Lottery funding.

Market appraisals - including land and property supply and demand studies and market demand assessments for retail, leisure and tourism projects.

Policy and project appraisal involves:

  • Research to justify the client's intervention
  • The definition of the objectives of the intervention
  • An assessment of the options for satisfying the objectives including a do-minimum or counter-factual option
  • A full assessment of the best options covering the specification of each option estimating the likely economic impacts; quantifying the benefits and, where benefits cannot be quantified, a qualitative assessment; assessing the public sector's value for money; adjusting the appraisal for any "optimism" bias; assessing the risks and uncertainties; and identifying and appraising the different procurement routes and their implications for risk, the ability to manage it and the delivery of benefits
  • A fully work-up preferred option, including proposals for implementation and for monitoring progress towards achieving the project's or policy's objectives
